UTRCA Approves Two Zone Floodplain Approach for London Subwatershed (April 18, 2024)

The Board of Directors of the Upper Thames River Conservation Authority (UTRCA) approved a two-zone floodplain policy approach in part of London’s Mud Creek subwatershed at their April 16, 2024, meeting. 

The UTRCA protects people and property and supports safe development by regulating development in or near rivers, valleys, and wetlands under the Conservation Authorities Act. While the floodplain is typically considered as one regulated zone, the UTRCA, in cooperation with watershed municipalities, may apply a two-zone policy approach in urban growth areas where specific criteria can be met. This approach divides the floodplain into two zones: the floodway, where most of the flow is conveyed, and flood fringes, which may exist on both sides of the floodway. 

The City of London is implementing a complex stormwater project along Mud Creek. The multi-year project will improve the capacity of the creek corridor to increase flood conveyance, reduce the frequency of flooding in Mud Creek, and enhance the natural environment through restoration plans. 

Under the two-zone floodplain policy approach, certain areas may be developed or redeveloped safely if they are identified as flood fringe. Any development approved in the flood fringe will require flood proofing and safe, dry access to ensure public safety. 

“I want to congratulate both the City of London staff and UTRCA staff for working collaboratively together to bring this very important, yet complex, project to this point,” said Brian Petrie, Chair of the UTRCA Board of Directors. “The solutions presented allow for multiple positive things to happen, including reduced flooding, increased access to green space, and the opportunity for development to proceed in a safe manner.” 

The UTRCA Board of Directors will review the two-zone concept for the Mud Creek subwatershed area at least every 10 years. 

“This project is a great example of the work that UTRCA does, working in partnership with its member municipalities to facilitate safe development throughout the watershed,” commented Chair Petrie.
